SAS customer, NC criminal justice data system honored by Council of State GovernmentsComprehensive offender information leads to more arrests, increased safety
CARY, NC (Aug. 31, 2011) – North Carolina's statewide criminal justice data system has been awarded a southern regional Innovations Award by the Council of State Governments. Built and hosted by SAS, the leader in business analytics, the Office of the State Controller's Criminal Justice Law Enforcement Automated Data Services (CJLEADS) gives law enforcement officers, district attorneys, judges, magistrates and clerks instant access to information about suspects and convicted criminals. The result is more efficient, better-informed decisions and improved public safety.
Historically, compiling a complete offender profile was time-consuming and inefficient, and data was not readily available to all criminal justice professionals. CJLEADS provides a secure, on-demand, Web-based application for up-to-date North Carolina criminal information.
“Until now, information about offenders was stored in all types of separate systems that took our law enforcement officers days and sometimes weeks to sort through. CJLEADS is changing all of that,” said State Controller David McCoy, whose office is implementing the system. “With funding as tight as it is, it is imperative that we use current technology to help our law enforcement officers and the courts deliver effective services in as cost-effective a manner as possible.”
A successful pilot in Raleigh's Wake County was followed by a rollout to many of the most populous counties in the state. CJLEADS is now being deployed statewide using an aggressive regional deployment approach. Between the extensive data sources – court, warrant, incarceration, probation, parole, local jail and sex offender registry information, and more – when CJLEADS is used in 100 counties by 33,000 users, the scope of the project and benefits to public safety will be tremendous.
In fact, CJLEADS has already contributed to arrests. The North Carolina Department of Insurance Criminal Investigations Division recently identified, located and arrested members of one of the state's largest staged accident rings, saving countless work hours in the process. CJLEADS information found 11 of 16 culprits in three counties and three more already in prison.
CJLEADS improves service delivery to law enforcement with more timely and accurate information, which leads to better decision making. Officers are better informed before interacting with offenders in a potentially dangerous situation, courts officials will have better information to make bond, charge or sentencing decisions, and probation and parole officers will have additional information when supervising.
CJLEADS is supported by the SAS Analytics Lab for State and Local Government. The company hosts the state's data through SAS® Solutions OnDemand and integrates, analyzes and reports on the data using SAS Enterprise BI Server and SAS Enterprise Data Integration Server.
